District 52
The 52nd Senate District encompasses all of Broome and Tioga Counties, and portions of Chenango County, including the cities of Norwich and Afton. Republicans maintain an advantage in voter enrollment in the district, though Democrats have cut that advantage in half in the last decade. In recent years, Democratic candidates have generally outperformed Republicans at the top of the ticket and in Congressional races. Republican candidates outperformed Democrats in Assembly races in the district. Republican Senator Tom Libous represents the district.
Tom Libous, Republican
A twenty-two year incumbent, Tom Libous supported the failed leadership of the Pataki/Bruno era, and helped to create Albany’s culture of deals, deficits and dysfunction. A tax-and-spend Republican, Libous has voted for hundreds of tax and fee increases, and during his tenure state spending nearly tripled from $43 to $116 billion. In 2010, he joined fellow Republicans in killing the most ambitious ethics reform legislation in a generation.
